The cheapest (but longest) method is to take bus number X4 from Bath Bus Station to Salisbury, at 9.20 am arriving there at 11.30 am, then take bus number 3 from the Bus Station at 11.45 to Stonehenge - the bus gives you 40 minutes at Stonehenge (which many say is quite enough) before returning you to Salisbury at 1.35pm in time for a spot of lunch and a look round the City Centre and the Cathederal before catching the 4pm bus back to Bath.
All of that will cost just ￡6.99 if you ask the driver on bus X4 for an Explorer Ticket, as that ticket will allow you to travel on all these buses - do not try to buy it on the earlier X4 bus as that trip is run by a different bus company.
The quicker method is to take the train from Bath to Salisbury (which takes about 50 mins), then catch bus number 3 from outside the Rail Station at 10.00, 11.00, 12.00, 1.00 or 2.00. However, the bus to Stonehenge will still cost about ￡6.00 so that method is definately more expensive.
