It will not necessarily be cheaper since majority of the businesses will be closed, unless you only stay in Anchorage.
It can be and will be very cold so you can pretty much forget about cruise and/or fishing tours.
Denali will only grant limited access to people with proper winter sport equipments.
And there is no public transportation per se. You will have to find tour operators and check if they have anything. No matter when and where you visit, it will be very inconvenient and expensive to travel without a car. It costs close to $100 for Anchorage/Seward roundtrip.
I have talked to many people that and most of them only go to Alaska from the lower 48 during May-August season, inlucding the tour bus drivers in Denali and flight-seeing pilots.
