Eurail是个私人公司，和欧洲铁路有协议的，凡是住在欧洲以内的人都不可以使用eurail pass，所以agent卖给你本身就是不负责的，当然也许你没有说清楚。
别人告诉你的情况也不正确，住在欧洲的人，也不可以购买所居住国家的Interrail。你的情况只能使用德国通票(German Rail Pass)加Swiss Pass。意大利的火车非常便宜，用pass很不划算。
你的情况比较特殊，如果你能证明你并不在欧洲有固定的住所，没有登记户籍，或者说你的固定住所在欧洲以外，还是可以使用的。
所以原则上说不可以，但是实际操作要看铁路的态度。你最好先去最近的大火车站问问，不行就还是退票好了.InterRail没有用过的票是可以全价退回的，eurail只能退85%。

Please add a short note to your package, explaining why you need a refund.
Since passes are like cash, we recommend that you ship it to us in a trackable manner such as Fedex, UPS, Airborne or similar. Once received it will be submitted for refund and you should see a credit on your statement within 3-5 weeks.
Please make sure that you purchased your Pass from www.eurail.com before returning it. Refunds should always be requested from the agency or website where you purchased the Pass. Send an e-mail to ser*e@e*.com for more information.
A Eurail Pass expires after six months. You can apply for a refund within one year after the Pass was issued.
Shipping costs cannot be refunded. Unused days on a Pass cannot be refunded.
