遇到同样状况，致电韩国旅游局上海办事处，他们表示不知情。
通过email在青瓦台官网上询问，得到这个答复：
Dear
Thanks for your email.
However, we, the webmaster, are not the officers who are caring about Cheongwadae tour. Moreover, you have to submit your application for the tour 2 weeks in advance. we are afraid to tell you that the tour will not available this week.
For resche**ng the tour, Please contact to*tour@p*.kr. Regarding Cheongwadae tour, our tour staffs will kindly rearrange tour date and answer your questions and inquiy.
For the tour, We strongly encourage you to submit your reservation applications again and please make sure to include the followings in the application.
- Full-name
- Passport Number
- Date of Birth
- Contact Information
- Nationality
- Desired tour schedule (date & time)

参观青瓦台总统府，必须提前3周在网上预约，相关信息如下：
1、开放时间：周二-周五开放，分时段参观，全程参观约40-50min。
2、最新预约网址（该网址2013年1月22-30日暂时关闭）：http://english.president.go.kr/tours/cwd_tours/cwd_reserve_step1.php
3、集合地点（提前20分钟集合）：景福宫东侧停车场，即景福宫售票处旁的“协生门”出去直走，就是蓝房子集合地。工作人员先审核你的申请资格，交打印好的预约单和护照审核后在原地等大巴来接。上车前警卫和导游再次审核名单，并且发游览证。下车进门，发青瓦台纪念马克杯，然后安检。安检之后，工作人员发中文翻译器。先看宣传片，然后参观，全程警卫跟随，只能在指定地点拍照。
